Abstract：Mahalla originates from the long history and tradition of farming culture in Inner Asia. In building a modern state，Uzbekistan constructed community organizations through Mahalla which helps to foster solidarity，mutual understanding and tolerance，and integrates tradition with modernity by playing the role of modern social governance in Uzbekistan. It is worth noting that Mahalla，which is originally Islamic，was transformed by secular Uzbek government into an effective tool for countering extremism，and this is where the charm of modern Uzbek Mahalla lies.
